Definitions of the session tracks please!

Can a "Welcome to Drupal" session cover coding? How about "Providing Professional Drupal Services"?

A brief decription of the types of sessions for each track would be helpful to know where to submit.

Is there a listing of the track chairs? Can we view sessions by track?
