I was wondering the same thing...
I added a bunch of sessions to my bookmarks and I saw a single comment on one of my own proposals saying "funny, vote" - but neither can be a valid way of casting a vote for a session or...?
Although I will be attending I not sure I entirely agree with this what if I wanted to decide whether to attend the conference based on what talks where on but couldn't influence that seems a little closed for my liking, also based on my accounting I was planning buy the ticket a little later looks like you've forced my hand
If We dont do it this way, we would instead have people creating fake accounts to vote on their own sessions. Yes that have happen before(!) then the voting is more or less totally useless, it its by bogus accounts, and people who might wanna be there. The voting should offcourse be from those that will attend the conference.
If this enforce people to buy their ticket a bit earlier, well thats actually solving a huge problem for planning a conference this size. Then we know if we need to change elements at the conference etc. So actually by getting your ticket early you are helping Drupalcon (and Drupal) a lot more than you actually think.

What if the voting don't reflect the interest among those who have already bought a ticket... and then the selection process is made on information that is wrong.
I think that very few really attend the DrupalCon based on the voting going "there way"... DrupalCon is much more than sessions, and you can't attend all selected sessions...
Solutions? I see three...
Buy your ticket NOW, and vote and hope...
Wait with the tickets, but rater than questioning the selection system... Speak up for those sessions you think are important, and hope that voters can see you point of view.
There are always room for "extra sessions", in the shape of BOFs. :-)

only attendees can vote
Its pretty simple only people attending the conference can vote.
So to be able to vote on the session you need to get a ticket.
